To get the business objectives you will need to first assess what stakeholders expect and what are the gaps. That can be the starting point for you to define your objectives. You can also do an audit and benchmark against what other companies do well with employee communication. The business goals need to be directly related to what your organization's leaders have agreed for their own functions and link with the stakeholder feedback you are expecting.
